This panel of 6–10 STAR customers reviews how we’re performing and holds us to account. You’ll work closely with senior staff and have a direct link to our Board.

About Customer Scrutiny

The Customer Scrutiny Panel is an independent group of STAR Housing customers. Acting as a constructive critical voice, the panel helps assess and challenge our services, making sure decisions reflect what matters to you. 

This approach, known as co-regulation, puts customers at the heart of decision-making and helps us deliver better services. 

How the Scrutiny Process Works

The panel chooses specific service areas to review.

Each scrutiny exercise includes: 

  • Reviewing policies and procedures
  • Analysing performance data  
  • Consulting with other customers  
  • Interviewing staff, managers, and contractors  
  • Benchmarking with other organisations  

Once the review is complete, the panel writes a report with recommendations and timelines. These are approved by our Senior Management Team and Board, and we monitor progress to make sure improvements are made.

What Does the Panel Do?

The panel carries out in-depth reviews of different service areas.

You’ll look at things like: 

  • Policies and procedures  
  • Performance data and trends  
  • Feedback from customers, staff, and contractors  

After each review, the panel makes recommendations for improvement. These are shared directly with our Board and Customer Subcommittee, and we aim to complete three reviews each year.
