Delivering Better Services

Our subcommittees support the Board by focusing on key areas of STAR’s work. Each group meets quarterly and plays an important role in helping us deliver better services and plan for the future.

We have 4 subcommittees:

  • Finance Audit & Risk Subcommittee
  • Customer Services Subcommittee
  • Human Resources and Remuneration Subcommittee

Development, Sustainability and Strategic Investment Subcommittee

What this Subcommittee does:

  • Oversees long‑term management of the council’s housing stock
  • Ensures a sustainable and viable Housing Revenue Account (HRA)
  • Reviews housing development proposals and land or property purchases
  • Keeps the Board updated on development progress and issues
  • Approves sustainability and strategic investment programmes

Finance, Audit & Risk Subcommittee

What this Subcommittee does:

  • Oversees financial reporting and organisational financial health
  • Monitors internal and external audit activity
  • Ensures effective risk management and internal controls
  • Approves annual audit plans and inspection programmes
  • Reviews and signs off finance, audit and risk policies and projects

Customer Services Subcommittee

What this Subcommittee does:

  • Sets the strategic direction for customer-facing services
  • Oversees performance in repairs, maintenance and customer experience
  • Ensures customer feedback shapes strategies and improvements
  • Monitors delivery of agreed plans
  • Reviews and approves customer‑related policies and procedures

Human Resources and Remuneration Subcommittee

What this Subcommittee does:

  • Oversees STAR Housing’s people strategy and workforce priorities
  • Sets remuneration for Directors and Board members
  • Leads on recruitment, appraisal and (where necessary) disciplinary processes for the Managing Director
  • Reviews and approves HR and remuneration policies and procedures
  • Monitors workforce-related initiatives and performance
