About STAR Housing

We’re Shropshire Towns and Rural Housing Ltd, or STAR Housing for short. We manage council homes across Shropshire on behalf of Shropshire Council, helping thousands of people live in safe, secure, and well-maintained homes. 

Who we are

STAR Housing is an Arm’s-Length Management Organisation (ALMO), meaning we manage council homes on behalf of Shropshire Council while operating independently in the day‑to‑day delivery of services.

We are paid a management fee each year to deliver frontline housing services, build new homes and improve existing homes. We have an independent board made up of customers, local councillors and independents with expertise in the housing sector.

Investment to date

What we do

We were set up in 2013 to manage council homes in areas including Bridgnorth, Oswestry, and parts of Shrewsbury. While the council still owns the homes, we’re paid a fee to manage them on its behalf.

We look after: 

  • Council houses, flats, bungalows, and garages  
  • Tenancies and neighbourhoods  
  • Repairs, rent collection, and home improvements 

Here's how we help

Repairs

We carry out repairs or arrange trusted contractors to do the work.

Rent

We collect rent, help with arrears, and offer debt and budgeting advice.

Empty Homes

We make homes ready to occupy and find new tenants through Shropshire Homepoint.

Customer Involvement

We consult, inform, and involve STAR customers to shape and improve our services.

Tenancy Management

We support customers in understanding and following their tenancy agreements, and take appropriate action when needed.

Estate Care

We manage local estates, help tackle untidy gardens and garages, and maintain shared spaces (service charges may apply).

Assisted Garden Scheme

For people who need help with maintaining their garden.

Independent Living

We provide safe, supported housing for older and vulnerable customers.

Community Safety

We respond to anti-social behaviour and neighbour concerns to support safer, more peaceful neighbourhoods.
